how many state of California employee does it take to plant a tree?
13 1 supervisor, 1 to dig the hole, two to place the tree in the hole, one to fill the hole, the other to watch how it done

The first posts on this thread sounds an awful lot like Knott's, except you need to convince management that it needs to be done, that it will be done in the cheapest way possible (usually involving swiping a bulb from somewhere else), having to try to schedule a maintenence person to actually change the bulb (despite the fact that they're already overworked because the freakin' park's falling apart because management is too cheap to buy necessary materials), and even then it'll take a few days if not a couple of weeks for maintenence to find time to actually get around to doing it.
However, on day I was working Huff'n'Puff and the light at the bottom of the lantern in the "depot" burned out. I called maintenence (this was before things started getting really bad) and politely asked that the bulb be changed, being sure to point out the safety concern of a poorly lit area. I think I just had to wait a matter of minutes before a maintenence person came with a bulb. And I was sure to thank them.
But a few months before I left, things got so bad that if I asked the smallest favor, I got snapped at by maintenence. Sheesh.
